Bakanlığın önemli görevlerinden büyük bir kısmını yerine getirme görevini üstlenen, Talim ve Terbiye Kurulu Başkanlığı 22 Mart 1926 tarihinde kabul edilip 3.4.1926 tarihinde yürürlüğe giren 789 sayılı ?Maarif Teşkilatına Dair Kanun?un ikinci maddesine göre, ?Milli Talim ve Terbiye Dairesi? adıyla kurulmuştur. Bir anlamda, Türk Milli Eğitiminin fikir ve hareket kaynağı olarak öngörülen Talim ve Terbiye Kurulu; diğer Bakanlıklar da dâhil, eğitim ve öğretimle ilgili ilke ve politikaları belirleyen öğretim programlarını hazırlayan, ders kitaplarını ve bütün eğitim öğretim araçlarını onaylayan, eğitim uygulamalarını sistem bütünlüğü içerisinde şekillendirip değerlendiren, yönlendiren ve Şura çalışmalarını yürüten Bakanın en yakın danışma ve karar organıdır. Ayrıca; Eğitim ve öğretime ilişkin kanun, tüzük, yönetmelik, öğretim program taslaklarını, eğitim araç ve gereçlerini incelemek, değerlendirmek, görüş bildirmek, yabancı ülkelerin eğitim sistemlerini, öğrenim belgelerinin denklik işlemlerini yapmak, öğretmenliğe atanma esaslarını belirlemek de Talim ve Terbiye Kurulu Başkanlığı görevleri arasında yer almıştır. Talim ve Terbiye Kurulu Başkanlığı 1946-1973 yılları arasında program geliştirme, sınıf geçme, muhteva, mevzuat vb pek çok alanda önemli çalışmaya imza atmıştır.
The Presidency Of Training Commitee,which is responsiple for performing the duties of the ministry,was established with the name of ?Training Department? according to the 2nd article of the law of ?The Ministry of Education? which was numbered with 789. This law was accepted in 22nd March 1926,and it came into force in 3rd April 1926. In one respect, the Training Committee,which was projected as the source of idea and behavior of education, is the closest consultative agency of the minister preparing the educational programs which administer the principles and politics related to education and instruction,approving the books and the whole materials related to education,administering the educational applications in a systematical unity and carrying out the works of the council. Furthermore,to research the laws,regulations and instructions connected with education and instruction,to evaluate them and to make a comment,to follow the educational systems of foreign countries and to evaluate the equality procedure of the schooling documents,to determine the principles of teacher appointments are also some of the responsibilities of ?the Presidency of Training Committee? The Presidency of Training Committee did lots of important researches about some works such as developing programs,achieving grades,laws and contents between 1946 and 1973.
