Türkiye-Avrupa Birliği ilişkileri; 31 Temmuz 1959 tarihinde Türkiye'nin AET'ye katılmak için müracaatıyla başlamış ve 17 Aralık 2004 tarihinde Brüksel Zirvesinde müzakerelere başlama tarihi alınmasıyla Türkiye ? Avrupa Birliği bütünleşmesi yeni bir aşamaya gelmiştir. Müzakere sürecinin en can alıcı konusu, Türkiye'nin başını en fazla ağrıtmaya aday dosyası ise tarımdır. 2006 yılı ticaret verilerine göre, Türkiye'nin Avrupa Birliği ülkelerine ihracatındaki payı %56,04 oranında, ithalatındaki payı ise %42,55 oranında olduğu görülmektedir. Tarım sektöründe ise yaklaşık olarak bu oran ithalatında %1,3 oranında, ihracatında %4,2 oranındadır. Bu çalışmada ilk olarak Türkiye ve Avrupa Birliği tarım sektörünün genel özellikleri, tarım politikaları, tarımsal destekleme yapıları, Türk tarımının Avrupa Birliği karşısındaki durumu ve ortak tarım politikasına uyumu incelenerek, Türkiye ve Avrupa Birliği'nde tarımın dış ticaretteki yeri ve önemi ortaya konmaya çalışılmıştır. Çalışmanın sonucunda, Türk tarımı; ekonomideki yeri ve önemi, uygulanan politikalar, tarımın yapısı, işletmelerin büyüklüğü, organizasyonu, dağılımı, üretim deseni, üretim hacmi, verimlilik düzeyi, genel performansı v.b. itibariyle Avrupa Birliği tarımına göre çok önemli farklılıklar görülmektedir. Tarım ülkesi olarak bilinen Türkiye'nin dış ticaretindeki istatistik verileri incelendiğinde, tarımsal alanda ihracattan çok ithalat yapıldığı, tarım ihracatçısı konumundan uzaklaşıp tarım ithalatçısı bir ülke konumuna girdiği anlaşılmaktadır. Türkiye'deki çiftçilere destekleme ve teşvikler yoluyla tarımsal ürün çeşidinin değiştirilmesi sağlanarak üretilen ürünlerin sanayiye hammadde sağlayan endüstriyel tarım ürünlerine yöneltilmesi gerekmektedir. Böylelikle Türkiye tarımsal ithalatındaki en yüksek paya sahip olan ürünleri üreterek tarım ithalatçısı konumundan kurtulup, tarım ihracatçısı bir konumuna tekrar dönebilir. Çalışmanın sonuç kısmında bu sorunlara ilişkin değerlendirmeler yapılmıştır.
The relation between Turkey and the European Union has started with the application of Turkey to the AET on 31 July 1959 and with the conclusion taken at the Brussels Top on 17 December 2004 to start with the deliberation period, the integration Turkey-European Union has come to a new level. The crucial subject of the deliberation period is agriculture which is also one of the subjects that will be a problem for Turkey. According to the trade figures of the year 2006, Turkey has a export share of 56,04 % to the European Union?s countries and an import share of 42,55%. In the agriculture sector the import share is approximate 1,3% and the export share 4,2%. In this action firstly Turkey and European Union?s agriculture sector?s general specialities, agricultural policies, agricultural subsidies structures, the Turkish agriculture position in view of the European Union?s and the common agricultural policies accordance is been investigated, to show the importance of agriculture in the foreign trade of Turkey and European Union. The result of this action is as follows the turkish agriculture; its economic position and importance, the policies that is been carried out, the agricultural structure, the enterprises: dimension, organisation, distribution, production profile, production capacity, productivity level, general performance and so on in view of the European Union?s agriculture there are very important differences. When the foreign trade figures of Turkey which is known as an agriculture country is been inspected, you can see that Turkey on agricultural level mostly imports then exports, it digresses from its agricultural exporter position and it so becomes more and more an agricultural importer. By financing and supporting the Turkish farmers to make them change the agricultural products variety, it is needed to make a change-over from the produced products to industrial agricultural products which will be the industry?s raw material. By this way Turkey will produce the products which has a great share in the agricutural import and so will be released from its agriculture importer position and will return to its agrıculture exporter position. At the end part of this action the evaluation related to this problems is been made.
