Hızla büyüyen ve gelişen kentlerimizde, kentsel ihtiyaçların karşılanması için büyük bir çaba sarf edilmektedir. Kentsel alanda artan ihtiyaçları karşılamak üzere bir çok kurumsal yapı oluşturulmuştur. Bunların başmda yerel yönetimler gelmektedir. Yerel yönetimler, kentsel ihtiyaçları karşılama çalışmalarında konumsal ve konumsal olmayan bir çok veri altlığından yaralanırlar. Bu çalışmada, temel alanlarda yürütülen faaliyetlerin bir analizi yapılmaya çalışılmıştır. Bu amaçla, kurumsal, hukuki, bilgi altyapısı vd. alanlarda mevcut durum tespiti yapılmış ve özellikle bilgiye dayalı altlık detaylı bir şekilde irdelenmiştir. Çalışmada, belediyelerin mevcut yapısı, birimler, birimlerin kullandıkları konumsal ve konumsal olmayan bilgiler irdelenerek karşılaşılan sorunlar tespit edilmiş, Türkiye'de Kent Bilgi Sistemi oluşturma ve uygulama safhasında olan belediyelerde mevcut durum; amaçlar, hedefler, uygulamalar, veriler, paylaşım, koordinasyon gibi başlıklar altında yerinde araştırmalar ve incelemeler yapılarak bir durum analizi yapılmıştır. Türkiye'de Kent Bilgi Sistemi oluşturma ve uygulama çabası içerisinde olan belediyelerin, mevcut Kent Bilgi Sistemi çalışmaları ile ilgili olarak yapmış oldukları faaliyetler, amaçlar, hedefler, uygulamalar, veriler, yazılımlar, donanımlar, personel, koordinasyon ve karşılaşılan sorunlar hakkında detaylı araştırmalar yapılarak tespitlerde bulunulmuştur. Aydın, Alanya, Antalya, Ankara, Bursa, İzmir ve İstanbul belediyelerinde yapılan Kent Bilgi Sistemi faaliyetlerine yönelik yerinde birebir görüşmeler, anketler (yazılı ve sözlü), hazırlanan yıllık raporlar, sunulan bildiriler/makaleler ve web sayfalarından yararlanılarak mevcut durum analizi yapılmıştır. Çalışmada, Türkiye'de klasik belediye hizmetleri ile Kent Bilgi Sistemi faaliyetleri yürüten yerel yönetimler irdelenmiş ve elde edilen sonuçlardan da yararlanarak, hem belediye yönetimi, hem de kent bütünündeki diğer kurumlan da içine alan, kent yönetimi için ideal anlamda bir Kent Bilgi Sistemi oluşturma algoritması hazırlanmıştır. Çalışma sonunda Türkiye için hazırlanan Kent Bilgi Sistemi, sistem tasarımı temel adımlan sıralanmıştır.
Great labor is being spent to respond urban needs in our rapidly growing and developing cities. There have been formed several institutional structures for meeting increasing needs of urban areas. Local governments that are at the top of these institutions, benefit from several positional and non-positional databases. In this study, an analysis about executed activities in basic branches was endeavored to be made. For this aim, there was made a present case analysis among institutional, judicial, database etc. branches and especially the bases founding on information were studied carefully in details. The encountered problems were ascertained in the study, after exaniining the present structure of municipalities, units, spatial and non-spatial data used by the units. Having made in situ researches and investigations about present case, goals, objectives, applications, data, sharing, coordination of municipalities that were at the formation and application stages of Urban Information System in Turkey, a case study was implemented. There were made determinations by executing detailed researches on activities, goals, objectives, applications, data, software, hardware, personnel, coordination and encountered problems related with existing Urban Information System studies of municipalities working on formation and application of Urban Information System in Turkey. The present case analysis was made by using in situ one-to-one interviews, public surveys (written or oral), annually prepared reports, presented papers/articles and web pages related with Urban Information System activities performed in municipalities of Aydın, Alanya, Antalya, Ankara, Bursa, Izmir and Istanbul cities. In the study, local governments executing Urban Information System activities with classical municipality services in Turkey were examined and considering the obtained results, an Urban Information System formation algorithm presenting an ideal urban government and including both municipal government and other institutions of the entire city was prepared. Finally, basic stages of system design of Urban Information System prepared for Turkey were given in order.
