Üretim ve tüketim birimlerinin serbest olarak enerji alışverişleri yapması bazen hat kapasiteleri tarafından kısıtlanır. Enerji iletim hatlarında meydana gelen bu kısıtlar ise her zaman elektrik enerjisi birim maliyetlerini yükseltir, amaçlanan rekabetçi serbest piyasa ortamı sağlanamaz ve bazı üreticilerin haksız kazanç sağlamasına neden olabilir. Bu da elektrik enerjisinin topluma maliyetini artırır. Hat kısıtlamalarının söz konusu olduğu enterkonnekte hatlarda bu tezde de incelenen çeşitli kısıtlılık düzenleme metotları uygulanır ve enerji alışveriş programları buna göre belirlenir. Piyasa tabanlı kısıtlılık metotlarından Yük Akışı Tabanlı Koordineli İhale Metodunun enterkonnekte hatlardaki fiziksel yük akışını esas alması ve piyasa katılımcısına daha çok ekonomik sinyaller vermesi nedeniyle Avrupa'da ve ülkemizin de içinde yer aldığı Güneydoğu Avrupa Bölgesi'nde teknik ve ekonomik açıdan uygulanabilir olduğu belirlenmiştir. Bu tez çalışmasında ise 2010 yılı yaz puant dönemine ait Güneydoğu Avrupa (SEE) ülkelerinin elektrik sistemlerinin modelleri ile birlikte ilk defa modellenen Türkiye elektrik sisteminin modeli de referans alınarak yük akış duyarlıklarını belirleyen Güç Transferi Dağıtım Faktörleri (Power Transfer Distribution Factors- PTDF) matrisleri ve ticarete açık emre amade sınır hattı kapasiteleri (ABC) hesaplanmıştır. Örnek kapasite ihale teklifleri üzerinden mali uzlaştırma (clearing) prosedürü uygulanarak sistem marjinal fiyatları ve İletim Sistem İşletmecilerine (TSO) ödenecek kısıt gelirleri belirlenmiştir. Tezde ayrıca 18 Eylül 2010 tarihinde gerçekleşen Türkiye Elektrik Sisteminin Avrupa Elektrik Sistemine (ENTSO-E) senkron paralel bağlantısının Güneydoğu Avrupa Bölgesindeki enterkonnekte sınır hatlarındaki yük akışları ve bölgedeki mevcut kısıtlar üzerindeki etkisi de incelenmiştir.
The free trade of energy between suppliers and consumers is sometimes constrained by the transmission congestions. The constraints in the transmission lines increase the unit cost of electrical energy, the target competitive market can't be maintained and some of the producers may obtain unfair return which increases the cost of electricity for the society. Various congestion regulation methods which are also analyzed in this thesis are applied for the congested interconnection capacity and the energy exchange programs are determined accordingly. As it considers the physical flows in the interconnection lines and gives more economical signals to the market players, Flow Based Coordinated Auction Method which is one of the market based congestion methods is recognized as technically and economically applicable in Europe and South East Europe which also includes Turkey. In this thesis study, Power Transfer Distribution Factors (PTDF) matrices which determine the power flows sensitivities by using the Turkish electricity system which is also modelled first time with the models of the South East European electricity systems in 2010 summer peak period and the available border capacities (ABC) for trade are calculated. The congestions revenues and system marginal prices are determined by applying the financial clearing procedure based on the sample auction bids. Furthermore, in this study, also the effects of synchronized parallel connection of Turkish system to the European electricity system (ENTSO-E) which was realized on 18th September, 2010, on the load flows in interconnection lines and the existing congestions in South East Europe has been analyzed.
