Emniyet teşkilatında halkla ilişkiler: Konya İl Emniyet Müdürlüğü örneği

Abstract

Dünya'daki hızlı degisim ve gelisim Türkiye'yi de görülerek bireylerin yasayıs ve üretim biçimlerini etkilemistir. Bu nedenle kentlerde yasayan insan sayısı artmıstır. Bu durum, insanların daha rahat bir ortamda yasamalarını saglarken bazı sorunları da beraberinde getirmistir. Kentlerde yasayan insan sayısının artmasına baglı olarak ortaya çıkan en önemli sorunlardan biri güvenlik olgusu olmustur. Göçle birlikte sosyal yapıda meydana gelen degisim hem farklı toplumsal grupların birbirleriyle uyusmasını zorlastırmıs hem de devletin güvenlik sorununun çözümünde farklı bakıs açıları gelistirmesine öncülük etmistir. Bu yüzden emniyet birimlerinin suçu önlemedeki en önemli dayanakları halkın destegini almak olmustur. Bu çalısmada emniyet teskilatında halkla iliskiler agırlıklı bir çalısma alanının nasıl olusturulabilecegi üzerinde durulmustur. Çalısmanın birinci bölümünde halkla iliskilerin bir kamu kurulusu olan emniyet teskilatında uygulanması açısından teorik bakıs açısı üzerinde durulmustur. ikinci bölümde emniyet genel müdürlügünün halkla iliskiler faaliyetleri kapsamında teskilatlanması ve sorumlulukları üzerinde durulmustur. Üçüncü ve son bölümde ise, Konya il Emniyet Müdürlügü'nün halkla iliskiler faaliyet alanlarına dayalı örgütsel yapısı ve yürütülen halkla iliskiler çalısmaları ele alınmıstır.

Impetuous change and develpoment in the world has also effected the form of production and life of the people being seen in Turkey. For this reason amount of the people who live in the cities has increased. While this causes people to live in a more comfortable environment, it also brings out some problems. One of the most important problems which appear because of the increasing amount of people who live in cities is the security phenomenon. Change that occurs in the social structure with the help of emigration both complicated the coherence of the different social groups to each other and to be initiator of the development of different point of views in the solutions of security problem. For this reason the most important resource of the security unit is to take the support of public in order to prevent the crime. In this operation how to compose a public relation based labour area in security corps is emphasized. In the first part of the mission, from the aspect of practising public relations on security corps, which is a public organization,is emphasized as a therotical viewpoint. In the second part, reconstruction of the security corps within the context of public relation activities and it?s responsibilities are emphasized. In the third and the last part, Konya Local Police Office?s organizational structure, which is based on the areas of public relations activities, and handled missions on public relations are discussed.
