Bu araştırmanın amacı; ilköğretimde uygulanan Sosyal Bilgiler ders programının amaç, konu, metot, araç-gereç ve değerlendirme boyutları açısından ilköğretim I. kademeden II. kademeye geçiş durumunu ortaya koymaktır. Geçiş durumunda ölçüt olarak süreklilik, aşamalılık ve tutarlılık ölçütleri alınmıştır. Araştırma tarama modelindedir ve örneklem olarak, Van ili merkez ilçe ilköğretim okulları alınmıştır. Veriler, konu ile ilgili kaynakların incelenmesi; araştırmacı tararından hazırlanan ve ilkokul 4. ve 5. sınıf öğretmenleriyle, ortaokul Millî Tarih, Millî Coğrafya ve Vatandaşlık Bilgisi öğretmenlerine açık ve kapalı uçlu sorulardan oluşturularak uygulanan anketler sonunda elde edilmiştir. Anket sorulan; kişisel bilgiler, genel bilgiler, amaçlar, konular, yöntemler, araç-gereçler ve ölçme-değerlendirme bölümlerinden oluşmaktadır. 63 sorudan oluşan "A" anketi 133 ilkokul öğretmenine; 60 sorudan oluşan "B" anketi 70 ortaokul öğretmenine uygulanmıştır. Konu ile ilgili ulaşılabilen kaynaklardan gerekli alıntılar yapılmış; anket sonuçlan ise Ki kare (x2) tekniğinden ve yüzde hesaplanndan faydalanılarak yorumlanmıştır. Bu araştırmanın sonuçlan aşağıdaki gibi özetlenebilir: 1. İlkokul öğretmenleri, ortaokul öğretmenlerine göre branş öğretmeni olma, hizmet-içi eğitime katılma yönünden daha avantajlı durumdadır. 2. Ortaokul öğretmenleri Sosyal Bilgiler dersinin Tarih, Coğrafya ve Vatandaşlık Bilgisi derslerinin ayn ayn kitaplar ve dersler halinde okutulmasından büyük oranda memnunlarken; ilkokul öğretmenleri bu derslerin Sosyal Bilgiler adı altında birleştirilerek okutulmasından ortaokul öğretmenleri kadar memnun değillerdir. Yani ortaokul öğretmenleri, Sosyal Bilgiler dersinin hâlen okutuluş şeklinde devam etmesinden, ilkokul öğretmenlerine göre anlamlı bir farkla daha çok memnundurlar. 3. İlkokul ve ortaokul öğretmenlerinin çoğunluğu, programın amaç ve konulannın süreklilik, aşamalılık ve tutarlılık ilişkilerinden memnun olduklannı m belirtiyorlarsa da; yaklaşık dörtte birlik bölümü de kısmen ya da hiç memnun olmadıklarını belirtmişlerdir. 4. Öğretim metodu ve ölçme-değerlendirme araçlarının seçim ve kullanımının öğrenci açısından bilinenden bilinmeyene, basitten karmaşığa doğru olacak şekilde, aşamahlık içinde olması gerektiğine ilkokul ve ortaokul öğretmenlerinin büyük çoğunluğu inanmaktadır. 5. İlkokul öğretmenleri, ortaokul öğretmenlerine göre öğrencilerini, araç- gereç kullanma noktasında anlamlı bir farkla daha yeterli görmektedir. 6. İlkokul öğretmenleri, öğrencilerin araştırma yapma becerisiyle ilgili ön bilgi ve beceriler yönünden büyük miktarda yeterli olduğunu, ortaokul öğretmenleri ise, öğrencilerin bu konuda büyük miktarda yetersiz olduklarını belirmişlerdir. 7. Ortaokul öğretmenleri, ilkokul öğretmenlerine göre, ders işlenişinde, ders kitabına anlamlı bir farkla daha çok bağımlı kalmakta, ilkokul öğretmenleri ise kaynak çeşitliliğine daha çok ağırlık vermektedirler. Bu konuda her iki kademe öğretmenlerinin tutumları arasında süreklilik, aşamahlık ve tutarlılık yoktur. 8. Ortaokul öğretmenleri ilkokul öğretmenlerine göre, anlamlı bir farkla, ders işlenişinde araç-gereçleri daha çok kullanmaktadırlar. 9. İlkokul öğretmenleri ortaokul öğretmenlerine göre, öğrencilerin bildiklerini, yazılı ve sözlü ifade etmede anlamlı bir farkla daha yeterli olduklarını belirtmişlerdir. Bu durum ise, her iki kademe öğretmenlerinin bu konu ile ilgili görüşleri arasında süreklilik ve tutarlılığın olmadığını, yani öğrencilerin bu yönleriyle ortaokula hazırlanamadığmı göstermektedir. Bu sonuçlara göre, ilkokul-ortaokul Sosyal Bilgiler Programı ve bu programı uygulayan öğretmenlerin yetiştirilme anlayışının yeniden gözden geçirilerek, yeni düzenlemelerin yapılması önerilebilir.
The aim of this research is to investigate the transition condition of syllabus for social studies applied in primary education from the first stage to the first level in terms of aim, subject, method, equipment used and other dimensions like evaluation of results. In this study criterions of continuity, rankingly, consistency have been taken into considerstion. This research, in brief, is a model of survey and samples have been taken from elemantary schools of central district of Van in Turkey. The datum regarded in this research have been supplied with investigating the sources related to the subject and the questionnaire, which was composed of both open-ended and close-ended questions prepared by researcher, for asking the teachers, who are at primary school and who teach the National History, Geography and Citizenship Knowledge at secondary education school. The questionnaries were made up from several parts as follows: general and personal knowledge, aims, subjects, methods, equipments and evaluational part. The first questionnare, which is called "A", including sixty three questions was asked to a hundred and thirty three teachers at primary school. The second questionnare, called "B" consisting of sixty questions, was replied by seventy teachers, who are at secondary education. The necessary quotations from the related sources have been pointed out. Further, the results technique of x2 and calculating percentage of them. The resutls of this research can be summarised as fallows. 1. The teachers of primary school have more advantages than secondary school teachers according to being branch teachers, participating in In-service training. 2. While secondary school teachers highly favour teaching of social studies, history, geography and citizenship knowledge in separate books and courses; primary school teachers don't favour teaching of these courses unifying them under teachers. In other words, secondary school teachers with meaningful difference are please of teaching social studies course with current teaching from and support continuity of it as compared to primary school teachers. 3. Although most of the primary and secondary school teachers state they please of syllabus in terms of aim, continuity, rankingly and consistency of subject and their relations, approximately one fourth of them said that they are partly or never contented with this situation. 4. Most of the primary and secondary school teachers believe that the instruction method, choising and using of the measurement evaluation equipments should be according to student and gradually from known to unknown, from simple to complex from. 5. While compering primary school teachers to secondary scholl teachers, primary school teachers with meaningful difference think their students are more satisfactory in terms of using equipments. 6. Taking into consideration the capability of student about research, their skills and preliminary knowlodge of them, while primary school teachers think the student mostly satisfactory secondary school teachers think them mastly dissatisfactory. 7. Taking the form of teaching of the course into account, secondary school teachers are depended on course book by a significant difference as compared with primary school teachers. While primary school teachers are giving more emphasize on variousity of sources, there is not any continuity, rankingly and consistency between both level of teachers attitudes. 8. As compering secondary school teachers to primary school teachers, secondary school teachers are significantly using the equipments more than primary school teachers. 9. Compering primary school teachers and secondary school teachers' statements about exposition of knowladge and opinion of the student either through writing examination or orally, the primary school teachers stated that their student by a meaningful difference are more satisfactory as compared to those of secondary school teachers. On this subject this situation shows that there is no VI continuity and consistency between both level of teachers. In other words, from these aspect it shows that there is no preparation of student for the secondary school. According to these results, both primary and secondary school social studies program and their fostering (educating) understanding can be reavaluated and by the way new adjustment can be proposed.
