Gelişen teknoloji ve hızlı değişimler vatandaşın belediyeden beklentilerinin farklılaşmasına, belediyeleri geleneksel belediyecilik anlayışından uzak yeni bir belediyecilik anlayışı içerisinde olmaya zorlamaktadır. Kamu kurumları içerisinde vatandaşla en fazla iletişim halinde olan belediyeler, vatandaşı memnun edebilmek adına yol yapma, ulaşım hizmetleri, çöp toplama gibi somut ihtiyaçlara cevap veren geleneksel belediyecilik anlayışından ziyade, halkın katılımına önem veren, yönetimin şeffaf bir şekilde işlerlik kazandığı, sosyal anlamda gelişime katkı sağlayan bir belediyecilik anlayışını benimsemektedir. Bu doğrultuda belediye bünyesinde hizmet veren halkla ilişkiler birimi, vatandaşın belediyeden beklentilerini ve belediyenin vatandaş tarafından doğru bir şekilde algılanmasını sağlayarak ikisi arasındaki iletişim ağını doğru bir şekilde kurma görevini üstlenmektedir. Çünkü meşruiyetini halktan alan belediyeler halkın fikirlerine ve memnuniyetine önem verdiği sürece devamlılık kazanacaktır. Bu tez çalışmasında Selçuklu Belediyesi'nin halkla ilişkiler faaliyetlerini vatandaşların nasıl değerlendirdiğini belirlemeye yönelik saha araştırması gerçekleştirilmiştir. Bu bağlamda Selçuklu Belediyesi sınırları içerisinde yaşayan farklı sosyo-demografik özelliklere sahip 507 vatandaş ile yüz yüze anket uygulaması gerçekleştirilmiştir.
The developing technology and fast changes have led to the differentiation of the expectations of citizens from municipalities, and have forced municipalities to be in a new understanding that is far from the traditional municipality concept. Municipalities are in constant communication with citizens more than any other public institutions and adopt a new understanding that cares for the participation of the people, where the management is transparent in a functional manner, contributing to development in social terms, rather than the traditional municipality concept where only roads are made, concrete services like transportation and waste collection are given to please the citizens. In this context, the Public Relations Unit in municipalities has the duty of ensuring that the expectations of the citizens from the municipality are understood correctly, and the municipality is perceived in an accurate manner by the citizens, and establishing the right communication between them. Because municipalities that receive their legal status from the public will have their continuity as long as they care for the satisfaction and opinions of the public. In this thesis study, the aim is determining the viewpoint of the citizens on the Public Relations services of Selcuklu municipality with a field research. In this context, 507 citizens who had various socio-demographic characteristics living within the borders of Selçuklu Municipality were contacted face to face to apply a questionnaire.
