Bu çalışmada bir ırmak kıyı düzenleme projesinde ortaya çıkan ekonomik ve sosyo-çevresel artı değeri tespit etmek, ekonomik artı değerin hangi proje paydaşına ne oranda finansal olarak geri döndüğünü keşfetmek ve sosyal adalet perspektifinden değer paylaşımı konusunu irdelemek amaçlanmıştır. Bu tez Türkiye'de kentsel projelere bağlı gayrimenkul değer artışlarının kamuya (devlete ve topluma) adil şekilde dönüşünü sağlamaya yönelik araç ve mekanizmaların varlığını ve etkinliğini sorgulamayı hedeflemektedir. Merkezi ve yerel yönetimler çeşitli düzenlemelere giderek şehirlerde özel sektör veya kamu sektörü kaynaklı kentsel projeler sonucu oluşan artı değeri (rantı) bir şekilde yeniden kamuya aktarmak istemektedirler. Ancak hangi tür kentsel projenin, ne kadarlık bir etki alanı içinde ne oranda gayrimenkul değer artışına neden olduğu Türkiye'de bilimsel verilere dayalı olarak araştırılmış e kolayca tahmin edilen bir konu değildir. Bu belirsizlik kentsel planlama süreçlerinde çeşitli adaletsizliklere ve kentsel projelere bağlı ekonomik değer artışlardan devletin ve toplumun yeterince faydalanamamasına neden olmaktadır. Bu çalışma dünyada ve Türkiye'de sosyal adaleti tesis etmek üzere geliştirilen ve kullanılan araçlara ve yöntemlere özel olarak eğilmektedir. Araştırmada literatür taraması, doküman incelemesi, saha araştırması, sistematik gözlem, derinlemesine görüşme ve anket yöntemleri birlikte kullanılmıştır. Antalya'nın doğu kısmında bulunan ilçelerinden Manavgat'ın Belediyesi tarafından projelendirilerek uygulanan ırmak kıyı düzenleme projesi örnek alan olarak seçilmiştir. 2015 yılında tamamlanan Manavgat Irmak Kıyı Düzenleme Projesinin doğusunda ve batısında 500 metrelik bir etki alanı içinde yıllar içinde ne kadar ekonomik artı değer ürettiği, bu artı değerin hangi aktörler tarafından nasıl paylaşıldığı konusu ayrıntılı araştırılmış, fayda-maliyet analizi yapılmıştır. Çalışma, yürütücü ve finansör olmasına rağmen Manavgat Belediyesi'nin projeden finansal açıdan zarar ettiğini, buna karşın sosyo-çevresel açıdan kar elde ettiğini, özel mülk sahiplerinin ve işletmelerin ise süreçten hem finansal hem de sosyo-çevresel açıdan karlı çıktığını ortaya koymuştur. Sosyal adaletin sağlanması, kamusal yatırımlar sonucu ortaya çıkan artı değerin kentsel paydaşlar arasında daha dengeli ve adil paylaşımını gerektirmektedir. Türkiye şehirlerinde kentsel yatırımlar sonrası üretilen artı değerin dengeli ve adil şekilde paylaşılamamasının arkasında, değer artışının üretimi, yönetimi, sosyo-çevresel amaçlarla kullanımı ve paydaşlar arasında adil bölüşümü konusunda etkin bir yasal çerçevenin olmaması ve imar uygulama araçlarının yetersizliği yatmaktadır.
This study aims to determine the economic and socio-environmental surplus that emerged in a river coastal recreational project, to discover to which project stakeholder the economic surplus was financially returned, and to discuss the value sharing from the social justice perspective. The thesis targets to explore the existence and effectiveness of tools and mechanisms for returning the surplus value of urban investments to the public (state and society) in a fair manner in Turkey. Central and local governments expect to transfer surplus value emerging in a private sector or public sector-based urban investment to the public through fair mechanisms. However, it is not easily predicted based on scientific data that what kind of urban projects cause an increase in property values to what extent within a domain in Turkey. This uncertainty leads to inequitable urban planning processes and the inability of the state and society to make good use of economic value increases due to urban projects. This study specifically addresses the tools and methods developed and used to establish social justice in the Turkish cities. Literature review, document analysis, case study, systematic observation, in-depth interview and survey methods were used together in the research. The river coastal project, which was designed and implemented by the Municipality of Manavgat located in the eastern part of Antalya was chosen as the case area. The eastern and western part of the Manavgat River Coastal Recreational Project was completed in 2015. How much economic surplus value was produced in the project and how the surplus value was shared by the actors was investigated in detail and cost-benefit analysis was carried out. Despite the fact that Manavgat Municipality is the executive and the financer, it is financially harmed from the project, whereas it gains profits in terms of socio-environment. Private property owners and businesses gain profit from the financial and socio-environmental aspects of the process. Provision of social justice requires public investors to have a more balanced and fair share of the resulting surplus value among urban stakeholders. The inadequacy and the absence of an effective legal framework lies behind the failure in Turkey cities for unfair distribution of surplus value among stakeholders produced after an urban investment.
