Çalışma, gazetecilerin habercilik görevlerini yerine getirirken haberin toplanmasından yayınlanmasına
kadar geçen editoryal süreçte haber içeriklerine etki eden unsurları ortaya koymaktadır.
Haber içerikleri üzerinde belirleyici unsurlar olarak “medya çalışanları, ideolojinin her düzeydeki
etkisi, kurumsal etkiler, haber hazırlamanın rutin düzeninden kaynaklanan etkiler, örgüt dışından
gelen etkiler” incelenmiştir. Ayrıca birer işletme olan medya kuruluşlarının üzerindeki ticari baskı
haber içerikleri üzerindeki reklam-ilan etkisi, okur beklentisi açıkça yer almaktadır. Bütün bunlarla
birlikte büyük sermayenin medyanın işletmelerine akması ile medyanın kamusal görevi basın
kuruluşlarının ticari niteliğinin gerisinde kalmıştır. Bu nedenle gazetecilerin basın meslek ilkelerine
uygun davranışları göstermeleri konusunda yoğun hassasiyetler oluşmuştur. Özellikle gazetecilerden
halkın haber alma özgürlüğü için çalışırken bireylere ve topluma karşı sorumluluk içinde
olmaları, meslek ahlakı ve gazetecilik meslek ilkelerine uymaları beklenmektedir. Çalışmada editoryal
süreç içinde gazetecilerden beklenen azami sorumlulukların dışında, haberlere doğrudan ya
da dolaylı etki eden unsurların gözardı edilmemesinin gerekliliği vurgulanmıştır. Buradan hareketle
TBMM’de görev yapan parlamento muhabirleriyle gerçekleştirilen sormacadan elde edilen
veriler doğrultusunda muhabirlerin haber yapma süreci içinde haber içerikleri üzerinde doğrudan
etkisi olan unsurlar “genel yayın politikası ile basın kuruluşunun gazeteciler üzerinde oluşturduğu
baskılar ve ideolojik yanlılık” olarak yoğunlaşmıştır. Bu bağlamda halkın haber alma hakkının
sadece gazetecilere yüklenen sorumluluklar ile meslek ahlakı ve gazetecilik meslek ilkeleri ile güvence
altına alınamayacağı açıklanmaya çalışılarak haber içeriklerini etkileyen etmenlerden hareketle
haber alma özgürlüğünü kısıtlayan sorunların çözümüne yönelik öneriler sunulmuştur.
This study underlines the elements which effects contents of news during the editorial process
when journalists complete their mission from gathering news to publishing the gathered ones.
"Media crew, the effect of ideology on every level, institutional effects, effects arise from routine
foration of preparing news, effetcs from outside of the organization" will be examined as the elements
of content of news. In addition, if media institutions thought as business based companies,
advertisemet–announcement effect, audience expectationsas components of economic pressure on
media institutions are important points on the issue. In addition to all these, it is obvious that with
the flow of huge capitals to the media companies, the public role of the media became more fluent
and take a new place on the back of commercial characteristics. As a result, a great sensitivity
emerged on the issue of journalist's acting parallel to the press profession principals. Especially,
the expectation morphed to have a responsibility while working for freedom of being informed of
public and to stick the rules of profession morals and journalism profession principals. In the
study, the necessity of not to discard the direct or indirect notions which effects news is underlined
by paying enough attention to the expectation of maximum responsibilities of journalists during
the editorial process. If all these are taken as a starting point, the elemets which has a direct role
during the "news making" process can be summarizes as "general publishing policy, ideological
tendencies and the pressure made by media institution on the journalists" by simplifying the data
taken from a survey which studied on congresional reporters of TBMM. In this framework, it is
tried to be explained that the right of being informed could not be guarenteed by the responsibilities
of journalists and profession morality and journalism profession principles and advisory solutions
are presented to solve the problems which constrains the freedom of being informed coming
from the elements which effect the content of news.
