Bu araştırmada öncelikli olarak medya ve demokrasi arasındaki ilişkiler ele alınmıştır. Demokrasinin
temel niteliklerinden hareketle liberal-demokrat bir sistemde, medyanın konum, rol, önem ve
işlevlerinin ne olması gerektiği sorgulanmıştır.
Bu bağlamda medyanın demokrasinin temel evrensel değerlerine hizmet edebilmesi için özgür
olması gerektiği noktasından hareket edilmiştir. Ancak söz konusu özgürlüğün salt “negatif özgürlük
anlayışı” ekseninde değil, “hem negatif hem de pozitif özgürlük anlayışları” çerçevesinde
kurgulanması gerektiği sonucuna ulaşılmıştır.
Diğer yandan “medya bağımsızlığının” ve “medya çeşitliliğinin” sağlanamadığı bir ortamda,
medyanın demokratik değerlere ve demokrasiye hizmet etmek bir yana; işlevlerinden sapmak suretiyle
demokratik değerleri ve demokrasiyi tehdit eder hale geldiği vurgulanmıştır. Sonuç olarak
medyanın demokrasiye hizmet edebilmesi için öncelikli olarak medyanın kendisinin demokratikleştirilmesi
gerektiği belirtilerek, önerilerde bulunulmuştur.
Prior object of this study were the relations between the media and democracy. Starting from the
fundamental attributes of democracy, what should the status, role, significance and functions of
the media be in a liberal-democratic system?
Our starting context was the premise that the media had to be free if it should and could serve the
universal fundamental values of democracy. Nevertheless, this freedom was not to be built solely
upon a “negative freedom approach”, it had to regard both aspects of “negative” and “positive”
freedom.
Further, it is pointed out that in an environment where “media independence” and “media diversity”
could not be provided, the media, besides not serving the democratic values and the democracy,
by straying away from it’s functions, it becomes itself a threat to the democratic values and
the democratic system. As a result, it is concluded that the media, to be able to serve the democracy,
had to democratize itself first and suggestions have been made for this objective.
