Türkiye’de resmi özel kurumların kanun gereği yayınlanması gereken ilanları “resmi ilan” olarak
adlandırılmaktadır. Bu ilanların gazetelere dağıtımı 8 ilde doğrudan Basın İlan Kurumu tarafından,
kalan 73 ilde ise valilikler aracılığıyla yapılmaktadır. Yerel basına destek amacıyla başlanan
resmi ilan uygulaması çeşitli sorunlar nedeniyle amacına ulaşamamaktadır. Temel sorunlardan
biri, toplam resmi ilan potansiyelinin yarısının 8 ildeki 113 gazeteye verilmesidir. Bu gazetelerin
aldığı resmi ilanların yüzde 80’i de İstanbul’da yayınlanan gazetelere gitmektedir. Anadolu’da
yayınlanan 700’ü aşkın gazete ise toplam resmi ilanların yarısını paylaşmaktadır.
Diğer yandan resmi ilanlar pek çok yerel gazetenin temel gelirini oluşturmaktadır. Bu durum,
sadece resmi ilan almak için yayınlanan ve “naylon gazete” olarak adlandırılan, düşük tirajlı,
içeriği diğer gazetelerden iktibas edilen ve halka ulaşmayan bir gazete türü doğmasına yol açmıştır.
Sorunlar, resmi ilan için konulan ölçütlerin ciddi olarak denetlenmesiyle ve resmi ilan dağıtımına
ilişkin kuralların değiştirilmesiyle bir ölçüde çözülebilir görünmektedir. Ancak, kesin bir
çözüm için yerel gazetelerin içeriklerini, tekniklerini ve gazetecilik anlayışlarını değiştirmeleri
gerekmektedir. Böylelikle yerel gazetelerin toplam geliri artacak ve resmi ilanları bir destek olarak
kullanma amacına ulaşılabilecektir.
In Turkey, announcements of public and private organizations in newspapers as legal requirement
are called “official announcements”. The distribution of such announcements to the papers are
carried by “Press Announcements Agency” in eight provinces and through municipalities in the
remaining 113 provinces. Official announcement system which was originally created as a means
of support for local press can not get this aim because of various problems. One of the fundemantal
problems is the distribution of almost half of total official announcement potential to 113
newspapers in eight provinces. Moreover 80 percent of these go to İstanbul newspapers. More
than 700 Anatolian newspapers share the remaining half.
This official announcements constitute the main source of income for most of the local newspapers.
This situation has promoted the formation of a new paper type called “nylon papers” with
low circulation and no reach to public. All the contents of these papers are simply collected from
other papers. It appears that these problems can partly be solved with a serious investigation of
the measures for official annonuncement systems and alteration of the rules for their distribution.
For a definite solution, local papers must change their contents, technics and understanding of
journalism. Only this way, local paper’s total amount of income will increase and the original
aim of using the anonuncements as a support for local papers will be achieved.
