1880 yılında Konya Vilayeti tarafından vilayetin ıslahı ve iman hakkında bir layiha
hazırlanarak merkeze sunulmuştur. Bu layihada vilayete bağlı kazaların eğitim, sağlık, ulaşım,
ziraat, üretim ve ticaret, bayındırlık ve imar gibi alanlardaki ihtiyaç ve taleplerine yer
verilmektedir. Bunlar arasında Konya Vilayeti'nde yeni eğitim ve sağlık kurumlarının açılması,
verilen hizmetlerin iyileştirilmesi, Konya ile Akdeniz limanları arasında çağın gereklerine uygun
olarak karayollan yapılması ve demiryolu ağının Konya'ya da ulaştırılması, sabun, mum ve
giyim üzerine üretim yapan fabrikalar açılması gibi talepler bulunmaktadır. Vil~yet yöneticileri,
söz konusu talepler karşılandığında ahali ve memleketin ilerleyeceğine, üretim ve ticaretin
artacağına ve böylece halkın ve devletin önemli ölçüde kazanç sağlayacağına inanmaktadır.
Layihada, bugün dahi tam olarak tamamlanamamış olan Konya Ovası Sulama Projesi ile
Eğridir Gölü-Akdeniz arasında nehir taşımacılığı projeleri gündeme taşınmış ve söz konusu
projelerin hayata geçirilmesi halinde ülke kalkınmasına çok ciddi katkılar sağlanacağı hususları
üzerinde durulmuştur.
This project conceming the reformation and improvement of konya province was
prepared and presented to the govemment in 1880 by konya province. The project included
needs and demands of the province for educalion, sanitation, transportation, agriculture,
development, trade and production. Some of these demands were the opening of new training
and sanitary institutions, the improvement of services, the construction of modem highways
between Konya and the Mediterranean ports, the building of railways, and the opening of
factories on soap, wax and textile manufacture. Administrators of the province believed that
when those demands were met, both the whole country and people of Konya would advance;
trade and production would increase and thus Ottoman people and the government would
eam a great deal of money. in the project some projects, which are stili undone even today,
such as the Jrrigation Project of Konya Plain and the river h·ansportation projects between
Lake Eğridir and the Mediterranean Sea were put on the agenda. it was emphasized that there
would be significant progress on condition that those projects under consideration would be
carried out.
