Tevki Arap edebiyatında bir nesir türüdür. Terim olarak tevki; halife, emir, vezir, vali ve benzeri
idareci kesimin kendilerine iletilen talep (dilekçe) ve sikâyetlerin altlarına kendilerinin ya da izin verdikleri
kisilerin yazdıkları kısa ve etkili ibarelerdir. Genellikle birer cümleden olusur ve cümleler daha çok ayet, hadis,
atasözü ve siir metinlerinden iktibas edilir. Bu durum, tevkiin daha etkin olmasını saglar. Tevki aynı zamanda
yazan kisinin, kendisine iletilen meseleye bakıs açısını da yansıtır.
Tevkiin ilk defa Sâsânî )mparatorlarının yazılarında görüldügü, )slamiyette ise ilk önce dört büyük
halife ile basladıgı, Emevî ve Abbâsi dönemlerinde artarak sürdügü belirtilmistir. Tevki cümleleri aslında
ibarelerde kolaylık, kelimelerde sıklık ve zerafet, dizinde mükemmellik gibi özelliklere de sahiptir. Verilmek
istenen mesajın kısa ve en etkili (belig) ibarelerle verilmesi Araplarda oldukça yaygın olan bir adettir. Bazıları
söyle demistir: Edebiyatçıların gönlünde icaz ve ihtisar öteden beri hep var olup gelmistir; tevki, atasözleri ve
vecizeler bunun tipik birer örnegidir. Tevkie, kisinin kendisine yapılan haksızlıkları ve zulümleri dile getirdigi
için kıssa, sikâyet ve istekler kumas veya deri parçaları üzerine yazıldıgı için rakâ adları da verilmistir. Tevki ile
amaçlanan sey, yaptıgı yanlıslıklar karsısında muhatabı uyarmak, söz konusu yanlıslardan dönmesini
saglamak ve daha da önemlisi kendisinden üstte hesap verecegi bir makamın bulundugunu ona
hatırlatmaktır. Özellikle halife ve vezirlerin yazdıkları tevkilerin geregi büyük ölçüde tamamen yerine
getirilmistir. Öte yandan tevki, üst makamlardaki kisilerin sözlerinin alt makamlardakilere etkili bir sekilde
ulasmasını saglayan bir araçtır. Tevki metinleri aynı zamanda karsıdakilerin ibret almasına ve onlardan ders
çıkarmasına katkıda bulunan ibarelerdir. Tevki daha sonraları mensur, pervane, ferman, berat, tugra, mühür
gibi anlamlarda da kullanılmıs olup devlet ricali arasında resmi yazısma niteligi tasımaktadır.
Tawqee is a type of prose in Arabic language. As an expression, tawqee is some kind of brief and
authoritative post script like concise statement for demands or complaints in petitions made to the caliphs,
commanders, viziers, governors, and etc. added by themselves or the authorized ones. These statements
generally made up with one sentence which is quoted from Qur’an verses, hadiths or poetry texts. This makes
tawqee more effective. Tawqee also reflects the consideration of the person to whom the matter is referred.
Tawqee was for the first time noticed in Sassanid Emperors’ scripts. It started to be used first in the
time of four caliphs’ era and kept on to be used in progressing during Umayyad’s and Abbasid’s eras. Tawqee
sentences in fact include some peculiarities, such as; clear expressions in their sentences with kind and
eloquent words and perfect word order. It is very common in Arabs to use eloquent and rhetoric and
effective, concise words to convey the message. Some people say that brief and limited expressions have
always been within the hearts of authors. Tawqees, proverbs and typical examples of this. Tawqees are short
because they explain the injustice and oppressions they are subjected to. They are called reqa because the
complaintsand petitions are written onpieces of cloth or leather. The objective in tawqee is to worn the people
about the mistakes they make, to get them withdraw and refrain from those mistakes, and more important
than this is to remind them that there are superior authorities to whom they will have to account for their
tyranny. Especially the tawqees written by caliphs and viziers answered immediately and almost completely.
On the other hand, tawqee is a means of communication that transfer the senior officials or supervisors’
statements in an effective way to the juniors or inferior officials. Tawqee texts contribute to the opponents
take lesson through the misfortunes. Later, it was stared to use tawqee in place of notice(manshoor), propeller
(parwana), franchise(baraat), Sultan’s signature (toghra)and seal. Thus, it began to have a function of
correspondence through the government offices.
