Türkiye-Avrupa Birliği (AB) ilişkileri yarım asrı geride bırakırken, bu süre zarfında duraklamalar, hızlanmalar ve yerinde sayışlar yaşansa da bir türlü 1963’de imzalanan Ankara Antlaşması’nın öngördüğü tam üyelik süreci gerçekleşememiştir. 2005’de başlayan müzakere süreci doğrultusunda Türkiye-AB ilişkileri öngörülen başlıkların akıbetine endekslenmiş konumdadır. Müzakere süreci, AB adayı bir ülkenin Birliğe “tam” üye olabilmek için ulusal mevzuatını AB müktesebatına (acquis communatiare) “tam” uyumlaştırma dönemidir. Ancak Türkiye belirtilen standart süreci normal bir aday ülke gibi yürütememektedir. Bugüne kadar toplam on üç fasıl müzakerelere açılırken sadece “Bilim ve Araştırma” faslı geçici olarak kapatılmış ve sekiz başlık ise çeşitli gerekçelerle bloke edilip müzakerelere dahi başlanamamıştır. Bu durum, Türkiye-AB ilişkilerini belirsiz bir sürece soktuğu gibi ilişkilerin geleceğiyse büyük bir tartışma konusu olmuştur. İlişkilerin belirsiz bir sürece ilerlemesindeki en büyük etkenlerden birisi de müzakereler olumlu sonuçlansa dahi Türkiye’nin AB üyeliğini referanduma götüreceğini açıklayan başta Avusturya olmak üzere diğer Avrupa ülkelerinin tutumudur. Bu çalışmada Avusturya’nın Türkiye-AB ilişkilerine bakışı analiz edilerek iki ülke arasındaki ilişkilerin dünü, bugünü ve yarını değerlendirilecektir.; Turkey -EU Relations has started in 1963 with Ankara agreement. After this agreement, stagnation, acceleration and marking time were seen during the Relations. However, Turkey full membership of EU hasn’t realised since acceptance of 1963 Ankara Agreement by both sides. Additionally, Turkey membership negotiation process is index to destiny of estimating prevision in accordance with 2005 full membership talking. Negotiation process is depends on full harmonization that candidate members has to provide determined conditions and levels of Acquis Communitaire of EU over its own. But the negotiation isn’t run as normal member countries which have already had during membership process. There are totally 12 hearing, was opened for negotiations, “Science and Research” hearings were closed temporarily and the other eight subjects were blocked until now by the member countries. This condition makes relations more ambiguous between Turkey and EU, also the future of relations becomes a discussion issue. The main reason of ambiguous relation is based on some EU countries attitudes, such as Austria, it leads attitudes to claim a referendum in order to prevent membership of Turkey. 1990’ların başında ilk defa Yeni Zelanda tarafından uygulanmaya başlanan enflasyon hedeflemesi rejimi, Yeni Zelanda ve daha sonra uygulandığı ülkelerdeki başarılı sonuçları sayesinde, birçok ülkede uygulanmıştır.
Türkiye’de ise enflasyon hedeflemesi 1990’ların sonlarına doğru tartışılmaya başlanmış ve 2001 yılı sonunda enflasyon hedeflemesi rejimine geçiş hazırlıkları da bu tartışmaları hızlandırmıştır. Yapılan hazırlıkların ardından Türkiye Cumhuriyet Merkez Bankası 2002 yılından itibaren örtük enflasyon hedeflemesi uygulamış, Ocak 2006 tarihine kadar gerekli önkoşulları sağlamıştır.
Bu çalışmada, enflasyon hedeflemesi rejimini fiyat istikrarının sağlanması konusundaki en etkili araç olarak gören Türkiye Cumhuriyet Merkez Bankasının uygulamada bu güne kadarki eylemlerinin tartışılması amaçlanmıştır. İki aşamada yapılan bu araştırmanın birinci aşamasında teorik inceleme yapılmış ve diğer para politikaları ile karşılaştırılarak Türkiye’nin de içinde bulunduğu gelişmekte olan ülkeler grubundaki enflasyon hedeflemesi uygulamaları incelenmiştir. Daha sonra ise, gerçek rakamların üzerinde değerlendirmelerin yapıldığı vaka çalışmalarıdır.; The failures of the strategies of monetary targeting, interest rate and exchange rate targeting have forced many countries to seek a new monetary policy to deal with problem of inflation. The inflation targeting regime, put into practice in New Zealand in 1990, has been applied as monetary policy strategy in many countries.
In Turkey, inflation targeting policy has become a major issue in the late 1990s. Some arguments were raised with the commencement of preparations and arrangements in late 2001. However the Central Bank of the Turkish Republic initiated implicit inflation targeting in the beginning of 2003 and it attained the preconditions and started inflation targeting regime in 2006.
In this study, it is aimed to argue that if inflation targeting policy of Central Bank of the Turkish Republic, who considers the inflation targeting regime as the most influent instrument in obtaining and maintaining, price stability. In this study, which was carried out with two methods, first step, the inflation targeting experiments are examined in developing countries group –which Turkey belongs to- by comparing to other monetary policies. Second step, is a case study in which real numbers and rates are evaluated.

Bu çalışmanın amacı, beşeri sermaye endeksleri ve kurumların etkinliğinin ekonomik büyüme üzerindeki etkisini tespit etme ve aynı zamanda yakınsama hipotezi açısından geçerliliğini test etmektir. Bu amaçla, çalışmada 29 OECD ülkesinin 2000–2007 dönemine ait yıllık verileri, Mankiw–Romer–Weil (MRW) modeli kullanılarak, panel veri regresyon analizi ile ekonometrik açıdan incelenmektedir. Analiz sonuçlarına göre, beşeri sermaye endekslerinden eğitimin ekonomik büyümeyi pozitif, sağlığın ise ekonomik büyümeyi negatif yönde etkilediği görülmektedir. Kurumların etkinliğini belirlemede kullanılan mülkiyet hakkı değişkeni ise ekonomik büyümeyi pozitif yönde etkilemektedir. Yakınsama hipotezinin incelenen dönemler itibariyle geçerli olduğu sonucuna ulaşılmıştır; The aim of this study is to investigate the effect of human capital index and effectiveness of institutions on economic growth and the validity of convergence hypothesis. In this study, for this purpose, the effect of human capital index and effectiveness of institutions on economic growth is analyzed econometrically by using Mankiw–Romer–Weil (MRW) model and employing panel data regression analysis in the sample of 29 OECD countries for the period between the years 2000 and 2007. Analysis results imply that education which is the indicator of human capital index has a positive effect on economic growth and health which is the indicator of human capital index has a positive effect on economic growth. Property rights which is the indicator of institutions’ effectiveness has a positive effect on economic growth. Validity of convergence hypothesis through the investigation period is also supported in the study.
